How to Manage Cross-Border E-commerce Into Canada

Cross-border e-commerce between Canada and the US is one of the most common expansion moves for growing brands — and one of the most commonly mishandled. Here's what you need to understand before shipping your first cross-border order.

De Minimis Thresholds

Canada's de minimis threshold — the value below which imports are exempt from duties and taxes — is CAD $40 for most goods. This is significantly lower than the US de minimis of $800 USD. Most cross-border orders to Canadian consumers above $40 CAD will trigger customs duties and taxes, which affect your customer's total cost of purchase.

HST/GST Registration

International sellers who exceed CAD $30,000 in annual sales to Canadian consumers are required to register for GST/HST and collect Canadian sales tax. Failure to comply creates significant back-tax liability. Register proactively as you approach this threshold.

Customs Documentation

Every cross-border shipment requires a commercial invoice with accurate product descriptions, country of origin, and declared value. Inaccurate documentation creates delays, additional inspections, and potential penalties. Get this right from day one.

CUSMA (USMCA) Preferential Tariffs

Products that qualify under the Canada-US-Mexico Agreement (CUSMA, formerly NAFTA) may be eligible for preferential tariff rates. Qualifying requires meeting rules of origin criteria specific to your product category. A customs broker can advise whether your products qualify.

The fix: Before shipping cross-border, engage a Canadian customs broker for a classification and compliance review. The cost is minimal relative to the risk of getting it wrong.
